An "angry mob"? Is this a threat? Shouldn't such a person be investigated for potential terrorist activity?

We have two tools, Pennsylvania Army National Guard and State Police, that are meant to deal with such unrest.
PennState has grown out of control in scope. A nice budget trimming will help bring some of its insanity under control.
Imagine if a tea party organizer said "I like the sound of an angry mob".
