What was Senate Bill 850?
Apparently, given the actual state of revenues, about a billion shy. More cuts, please!
At least the Republicans are making SOME attempt (However token) to live within our means.

Heck, if Rendell is being honest about wanting the budget balanced without a tax hike, why not offer 10 citizens from across the state a chance at the budget? We'd whittle that sucker down in no time!
I say put the 10 citizens in a room and film it reality TV style. Then we can make watching it the second thing new general assembly members and new governors must do at orientation, first thing being read the constitution.

The people charged with balancing the budget also need to read the constitution as a first step.
And another thing………..
If you need to REPEAL some previously imposed idiocy to balance the budget WITHOUT raising taxes, please feel free to do so. Take this as my personal authorization to repeal any and all previous idiocy, nitwittery, and stupidity imposed by either party. Things like economic development spending, WAMS, etc. come immediately to mind.
The State of California is now unable to pay its bills, and is issuing IOUs. Pennsylvania doesn't seem far behind in its inability to reduce spending and live within its means. Vastly decreased tax revenues could be even lower if people become afraid they won't get actual refunds and pay less than they should to avoid getting a worthless IOU.
The time is ripe for repealing the withholding statutes. Tax refunds, particularly those on inheritance tax, are taking MONTHS. I'm still trying to collect on a favorable ruling from the board of finance and revenue from last OCTOBER.
Once the people realize they will not get money back, only IOU's…….I think we may have an electorate that is no longer interested in making estimated payments……..and may demand repeal of the withholding statutes……

Making people pay their taxes at once will also give them a true perspective of what they actually pay in taxes.
Actually, SB 850 is pretty close to in balance, but for the huge revenue shortfall in 08-09. If Rendell had frozen spending like he said, we wouldn't have ended the year out of balance and needed to carryover the deficit. If there was no deficit to carry over, SB 850 would balance.
Most people have no idea how much they pay in taxes. They don't even look at that info on their pay stub. All they are concerned with is what they are taking home. I'd be perfectly happy to write a check for my taxes so that everyone else has to start realizing how much we feed this monster.
Repeal the legislature. We send people to Harrisburg, pay them big money and what do they do besides pass trivial feely good legislation? Time someone leads a revolt to totally clean both chambers. This is an outrage!
Interesting proposal. But to put your proposal into perspective, the cost of welfare in PA went from $6 billion to $10 billion under this governor. A 4% cut in welfare spending would save more money than the complete elimination of one of the branches of government, the legislature.
Reason Opinion: Huh? That's like saying, "I almost beat Muhammed Ali, but for the fact that he knocked me out in the first round." SB 850 is nowhere close. WHo is to blame? Sure the governor, but also legislators last year when they passed a 4.2 percent spending increase when they knew damn well they were merely putting off the inevitable. Every legislator huffing and puffing this year about fiscal discipline who voted for the budget last year desevers a scarlet H on his forehead, for HYPOCRISY. Or maybe a D for derelict.
Welfare spending is the problem. We can win by cutting it as most people find welfare to be disgusting.
