Because my Magic 8 Ball says so.
If you plan to meet the June 30th deadline, you'd better start the process NOW, and it better be an OPEN PROCESS, a PARTICIPATORY PROCESS, a REALISTIC PROCESS that builds on realistic revenue projections WITHOUT ANY NEW TAXES, TAX INCREASES, TAX BROADENING, or FAILURE TO PHASE OUT EXISTING TAXES.
Start deciding NOW what programs will be eliminated and what programs will be cut.
