The driver of the truck that hit the guy onthe mower should be exempt from any civil or criminal actions. There is no reason to be driving a mower on a public road.
The family of the cyclist who hit the deer should sue the Pa. Game Commission. The PGC intentionally keeps the deer herd above natural levels all in the name of profit.
If every deer in Pa. were to permanantly dsappear the only people adversely affected would be the hunters and PGC which are one in the same. The money generated by hunting is pocketchange compared to the damage it inflicts.
